V.I. Water and Power Authority expects that the long stretch of uneven pavement along Emil "Milo" Francis Drive, commonly known as Smith Bay Road, between Emerald Hill and Sugar Bay Plantation Resort will be repaved next week. A trench that WAPA is digging farther down that roadway - which has caused a temporary stoplight to be installed allowing for single-lane traffic at one time - is scheduled to be completed by the end of the year, said Werner Wernicke, WAPA's director of water distribution systems on St. Thomas and St. John. WAPA has dug and is digging the trenches as part of a multiphase water line extension project aimed at improving service to the East End of St. Thomas and increasing capacity on St. John. The project has been under way for several years, and the estimated cost of the expansion is about $8 million. The project first extended water lines from Foster Plaza through Tutu Valley to Emerald Hill. That phase is complete, and St. Thomas residents in the area are getting connected to the water service. The latest phase centers on new lines down Emilie "Milo" Francis Drive. WAPA eventually will hook up to a water line running from Red Hook to St. John. The authority installed that underwater pipeline in January 2004. "The main driving force in the project has been to bring better service to St. John," Wernicke said. He said that during peak usage, the island can consume 300,000 gallons of water a day.
